Director of Vendor & Contract Management

The New York City Housing Authority (NYCHA) is the nation’s oldest and largest public housing authority with more than 176,000 apartments, and responsibility for administering a citywide Section 8 leased housing program that serves over 200,000 additional tenants. NYCHA’s mission is to provide quality housing for New Yorkers that is sustainable, inclusive, and safe, while fostering opportunities for economic mobility.

NYCHA’s recently created Asset & Capital Management (A&CM) Division integrates and aligns the Authority’s existing development, modernization, and asset management work being carried out by the Real Estate Development, Capital Projects, and Comprehensive Modernization departments. This includes a $4.5 billion capital program - one of the largest in NY State - as well as a historic real estate transaction portfolio. The A&CM Division will bring comprehensive repairs to NYCHA buildings and apartments through innovative financing models, strong partnership with residents and other stakeholders, strategic, data-driven portfolio planning, and cost-effective project delivery and management. The Division will also position NYCHA’s housing portfolio for the future by incorporating innovative building materials, construction methods, and technology, improving residents’ quality of life while enhancing building performance and management systems.

Position Description

The A&CM Division’s Strategic Services Department is seeking to hire a Director to lead its newly created Vendor & Contract Management team which brings together a number of existing units as well as new functions. Under administrative direction and reporting to the Vice-President for Strategic Services, with broad scope for the use of independent initiative, judgment and decision, this individual will be tasked with standing up and integrating the new team focused on construction and professional services procurement for capital projects, vendor outreach, contract administration, contract compliance, technical scoping services, and other related activities in close coordination with NYCHA’s central Supply Management & Procurement (SMP) Division. The Director will serve as the primary liaison between A&CM and SMP, working to ensure effective communication, and strengthening and streamlining of processes across the two areas. The Director also will strengthen use of data-driven approaches across the Vendor & Contract Management team as well as serve as a strategic advisor to other senior leaders in A&CM on construction and professional services procurement and project delivery methods including M/WBE contracting and support programs.

The Vendor & Contract Management Director should have an extensive background in construction procurement and capital projects management, ideally in the public and private sectors, allowing them to serve as a procurement subject matter expert within A&CM and support effective, strategic solicitation of contracts to meet A&CM needs. The Director should possess strong quantitative acumen, with an ability to utilize data to identify and solve for procurement and contract-related challenges across A&CM. Managerial experience and a strong mind for process improvement is also critical to the role, allowing the Director to set and improve upon A&CM procurement and contracting processes and policies.

 Some key day-to-day responsibilities include:

  • Liaise with A&CM department heads and team leads to identify and action short- and long-term procurement, vendor and contract management needs.
  • Serve as primary liaison to the SMP Division.
  • Day-to-day staff management to ensure effective execution of Vendor & Contract Management team activities, including vendor outreach, solicitations, Board submissions, vendor integrity check coordination, management of existing contracts, guidance on and approval of Task Orders, and provision technical scoping support services
  • Oversee the processes of all requests for payment.
  • Coordinate activities to ensure contractors’ compliance including quality of work, with regard to prevailing wage rates and fringe benefits.
  • Interface with various other departments throughout NCYHA to ensure coordination on contracted work, and coordinates meetings with regards to contract problems and resolutions.
  • Work with A&CM e-Builder and Business Intelligence teams, and SMP Division, to identify and solution procurement data needs (e.g., tracking dashboards).
  • Manage vendor performance evaluation processes and systems, including engagement with internal and external stakeholders to assess contract performance.
  • Drive key change initiatives to increase use of pre-qualified lists, reduce failed bids, streamline sub-contractor approval processes, and improve vendor compliance and performance evaluation solutions.

  • Subject Matter Expert: An expert in construction, procurement and contracting for capital projects within New York City and State, with a strong understanding of associated rules / regulations. Experience with alternative project delivery methods such as design-build and construction manager at risk, as well as M/WBE contracting and support programs.
  • Exemplary Communicator: Ability to communicate clearly, both verbally and in writing, and translate complex concepts and information for a variety of stakeholders and audiences. Strong political acumen and practiced in building relationships and facilitating multi-stakeholder meetings designed to achieve consensus on objectives.

SPECIAL NOTE: Effective August 16, 2021, all persons newly hired for employment by the New York City Housing Authority (NYCHA) must provide proof of having received at least one dose of an approved COVID-19 vaccine prior to beginning their employment, except for those who obtain an exception due to medical or religious reasons through the reasonable accommodation process.

Minimum Qualification Requirements

  1. A baccalaureate degree from an accredited college and four years of satisfactory, responsible, full-time experience in a government agency or business firm assisting an executive in directing the administration of a large organizational segment, or directing or coordinating the administration of several small organizational segments concerned with contract administration and inspection, building repair and maintenance, or closely related activities, or performing any appropriate combination of these duties, at least 18 months of which must have been in a responsible administrative, consultative, managerial or executive capacity; or
  2. Education and/or experience equivalent to “1” above. However, all candidates must possess the 18 months of administrative, consultative, managerial or executive experience as described above.

Preferred Skills

  1. A minimum of 5 years of relevant professional experience in procurement and contracting, construction / capital projects, housing finance and development, or a related field, of which at least 2 years much have been in a responsible consultative, managerial or executive capacity.
  2. Strong technology skills, including with major procurement and construction management software and tools, Microsoft Office Suite, and data analytics tools, are required. Experience with agile management and solution development techniques preferred.
  3. Prior Public or Affordable Housing, or other government agency and intergovernmental coordination experience is preferred. Knowledge of U.S. Department of Housing and Urban Development, New York State and City regulations is a strong plus.

Additional Information

  1. Candidates with permanent civil service status in the titles of Administrative Procurement Analyst M-3, Administrative Contract Specialist M-3 and Administrative Staff Analyst M-3 will also be considered.
  2. Employees serving in the title of or who meet the qualification requirements for Deputy Director of Construction will also be considered.
