Who we are
The Vancouver Housing Authority (VHA) works closely with local governments and other community partners throughout Clark County to address issues of affordable housing and homelessness and help families break the cycle of poverty.

Who we are looking for
The Vancouver Housing Authority is seeking a Staff Accountant to oversee financial reporting of development and operations of VHA affordable housing portfolio and various grant contracts. The Staff Accountant provides accurate and reliable financial information and analysis to internal and external users according to industry standards and VHA requirements.

What you'll do
Oversight of Affordable Housing Development and Financial Reporting Function:
• Administers project financing activities to ensure compliance with funding programs, policies, rules, and regulations. May include low-income housing tax credits, tax exempt bonds, and federal and state loans and grants.
• Prepares and manages financial models related to existing and proposed real estate developments and major renovations, including assessment of feasibility of proposed projects.
• Prepares project budgets and operating projections, maintains financial tracking of developments under construction. Monitors construction activities for compliance with budget.
• Collaborates with accounting firms to prepare cost certifications and coordinates other project closeout tasks with lenders, investors, Washington State Housing Finance Commission and other funders.
• Prepares and analyses property operating reports; producing pro-forma statements and other cost analysis reports.
• Prepares financial reports and other communication tools for VHA Senior Staff, Executive Team, and Board of Directors and participates in presentations of financial data related to affordable housing development projects for VHA management and Board members.
• Participates in VHA annual audit and budgeting functions by preparing various schedules and reports related to development financing.
• Maintains and reconciles a variety of accounts, ledgers, reports, and accounting records.
• Interprets financial transactions and events for users who must make economic or business decisions as requested.
• Records, classifies, and summarizes complex financial transactions and events in accordance with generally accepted accounting principles and prepares related journal entries.
• Uses various software applications, such as spreadsheets and graphics packages to assemble, manipulate and format data and reports.
• Maintains current knowledge and advises VHA staff on best practices and applications of accounting standards and VHA financial policies.
• Consistently complies with position and department safety and attendance standards.
• Establishes and maintains positive, productive relationships with employees, vendors, and other related contacts.

What we offer
The STARTING SALARY RANGE for this position is $61,068 - $67,175 per year based on experience. The full salary range for this position is $61,068 - $94,094 per year. The final candidate for this position will be paid within the STARTING SALARY RANGE.
• Full-time, non-exempt position, working 40 hours per week Monday - Friday.

What you'll bring
• Bachelor’s degree in accounting or related subject plus additional two years of education or experience in accounting or related field required. Candidates who are actively pursuing a relevant degree and are within six months of graduation would be considered to have met this requirement.
• Governmental, property management, affordable housing, or non-profit industry accounting experience preferred.
• CPA certification preferred.

Knowledge of:
• Operations, services and activities of a general accounting system.
• Principles and practices of governmental accounting.
• Principles and practices of real estate finance and development.
• Generally Accepted Accounting Principles.
• Affordable housing financing tools including LIHTC, Housing Trust Fund, FHA loan products, Project Based HAP contracts, CDBG, HOME, bond programs, etc. Familiarity with compliance and regulatory requirements of various sources.
• Principles and practices of financial contract administration.
• Methods and techniques of maintaining internal control systems.
• Principles and practices of asset and inventory management.
• Methods and techniques of preparing financial reports and statements.
• Principles and practices of financial record keeping and reporting.
• Modern office procedures, methods and equipment including computers and supporting word processing and spreadsheet applications.
• Pertinent Federal, State and local codes, laws and regulations.

Ability to:
• Structure financing packages and present them in standardized development and operating forecasts.
• Manage multiple projects concurrently.
• Manage complex and time-critical processes, funding requirements and relationships to complete projects on time and on budget.
• Interpret and apply administrative and departmental policies and procedures.
• Prepare clear and concise reports and spreadsheets, including computer generated financial reports.
• Prepare and maintain accurate and current financial statements.
• Analyze and make recommendations on cash flow requirements.
• Analyze reports and financial statements.
• Reconcile general ledger accounts.
• Operate a variety of office equipment including a computer and associated word processing and spreadsheet applications.
• Understand and carry out oral and written instructions.
• Communicate clearly and concisely, both orally and in writing.
• Establish and maintain effective relationships with those contacted in the course of work.
